The government is planning to implement municipal solid waste (“MSW”) charging
To get the community prepared for the implementation of MSW charging and reduce waste, the ECF has initiated a funding scheme to subsidize non-profit-making organizations with housing estates to simulate the experience of MSW Charging, to have the opportunity to review scheme and refine the best practice guide before final legislation.

is co-organized by Wisdom Regeneration and the Owners' Committee of Kwan Yick Building Phase II and funded by the Environment and Conservation Fund (ECF). The program runs for a period of 6-months of community waste charging trial. It is only in experimental nature and it is completely FREE OF CHARGE. The objectives are to early let the residents experience and understand the future charging mode by designated garbage bags (DGB) which is applicable to the most residential buildings, and to develop the habit of waste reduction so as to reduce the expense in designated garbage bags when it is legislated.
The simulation of new charging mode in designated buildings in the Central and Western Districts
can assist residents to reduce waste, understand waste charges, finally to achieve the principle of `` pay as you throw” and get ready for charges.
