The Government is preparing for the implementation of Municipal Solid Waste (“MSW”) Charging
In-line with the ``Polluter-Pays`` principle, one of the proposed charging modes, namely charging by ``designated garbage bags``, would be applied to majority of the residential premises. The Environment and Conservation Fund (ECF) has been funding non-profit-making organizations to carry out Community Involvement Projects and simulate the actual settings of MSW charging in residential housing estates, so as to help the community get prepared for the implementation of MSW charging after the Amendment Bill is passed. EPD would refine related “Best Practice Guides” with reference to the experience of the Community Involvement Projects.
``Knowing Waste Separation in Community``
is co-organized by Wisdom Regeneration Company Limited, the Incorporated Owners of Kwong Fung Terrace and the Incorporated Owners of Treasure Court , Belcher’s Street and funded by the Environment and Conservation Fund. The trial program of waste charging runs for a period of 6 months. This program is only in experimental nature and is completely FREE OF CHARGE. The objective is to early let the residents experience and understand the future charging mode, that is charging by designated garbage bags (DGB), which is applicable to the most residential buildings, and to develop the habit of waste reduction so as to reduce the expense in DGB when the bill has passed.
The simulation of new charging mode in designated buildings in the Central and Western Districts
can assist residents to reduce waste, understand waste charges, finally to achieve the Pay-As-You-Throw principle and get ready for charges.
